Where I'm from, dating is pretty much a prelude to marriage- you don't really become intimately close with someone, (kissing, etc) unless you're planning to marry them. Therefore, kids don't date.
I think maybe late or after college is an appropriate time to consider dating. I think teenagers (or younger) who date get hurt or put off of relationships really easily because they neither have the maturity level nor understand how to handle the emotions of another person particularly adeptly. (of course, if we could all learn to do this well, there'd be no songs, and art, and poetry :P)
I live in America right now, and I understand that Americans have a more casual attitude towards dating than I do. I still think I have too much to accomplish to date right now, but I am wary of dating in America, where perhaps the other person in the relationship might not be taking it as seriously as I am. The idea of this really bothers me, and though I am not saying anything bad against Americans- they're great people who just have a different attitude for dating- I am not sure I would feel comfortable dating among them.
